IAO Instructors
Experience is defined as the facts, knowledge or skills gained throughout ones life. The IAO, dedicated to the principle of advancing education and professionalism throughout our profession, has assembled a wealth of experience in our corps of instructors. Listed below are those instructors, with a myriad of experience, that are dedicated to advancing the cause of quality education:

  Robert A. Bick
Rob is the Assessor for the Town of Clay and the President of an Architectural Design-Construction Consultation firm specializing in Adirondack Style Design and Commercial  Project Planning.  He is the “twice”  past President of the Onondaga County Assessors Association,  past Director of Public Relations for the CNY Chapter of the American Institute of Architects and past President of the Board of Trustees of the Northern Onondaga County Public Library system, where he was named “2013 Onondaga County Public Library Trustee of the Year” by the County Legislature. He is the founder and Executive Director of the “Mountaintop Foundation”, a non-profit  that provides outdoor recreation opportunities to children with special needs and serious illness He was  educated at St. Lawrence University, Syracuse University and the Harvard Graduate School of Design. He is a free lance author-photographer whose article “If You Build It, They Will Come” won the 2011 International Association of Assessing Officer’s  prestigious Donahoo Essay Award. He has developed and taught many unique courses for the NYSAA,  was a presenter at the 2013 International Association of Assessing Officers annual conference in Grand Rapids, Michigan and was presented with the “Distinguished Assistance Award” by the New York State Assessors Association in 2015.

   David W. Briggs, FIAO
David is the Assessor for the Town of Cortlandville. He is also the owner of Briggs Appraisal Service. He earned his IAO designation in 1987, his FIAO designation in 2013, and has been a New York State Certified General Appraiser since 1998. He has over 30 years of experience in all aspects of Assessment, Appraisal, and Revaluation work at the Town, City, and County RPTS level, and with major firms in the revaluation contracting business. He also has many years of experience as an instructor for the NYSAA in virtually every aspect of Assessment and Appraisal. David served as an IAO Trustee and the Dean of the NYSAA Annual Seminar on Appraising at Cornell, and has been recognized with the George J. Hill Educator Emeritus Award, The Elliot Glaser Lifetime Achievement Award, the John F. St. George Award, and the Distinguished Service Award. He also served on the NYSAA executive board, ultimately as president in 1993-1994, and Executive Director beginning in 2016.

  Donald Collins, IAO

Don  is currently the Assessor for the Town of East Bloomfield. Don was co-instructor at the Buffalo annual conference and recently taught two farm related classes at the NYS Assessors’ Association’s 2013 Annual Meeting. He also has taught a course, “Agricultural Valuation and Revaluation” at Cornell University. Don was a contract appraiser for the Farm Service as well as an expert witness in farm cases.


   Cathy L. Conklin, FIAO
Cathy served as the Assessor for the Town of Clarkstown from 2002 to 2016, having been hired as their Supervising Real Property Appraiser in 1989. Her prior professional experience includes many years with major firms in the revaluation contracting business and several years with a County Real Property Tax Service office. Cathy earned her IAO designation in 1989, and has extensive experience as an instructor at the NYSAA Annual Seminar, Annual Conference, and One-Day Seminars. She was an IAO Trustee  and  served many years as the Chairman. Cathy was awarded a Fellowship in the IAO in 2014.

   Patrick J. Duffy, IAO
Pat is the Assessor for the Towns of Manlius and West Monroe.  He is also the Executive Director for the New York State Assessors’ Association and the Institute of Assessing Officers.  His prior professional experience includes many years with major revaluation contracting firms. He earned his IAO designation in 1996 and is a Past President of the NYSAA. He was elected to the Board of Trustees for the Institute of Assessing Officers in 2008 and is currently the Chairman of the Technology Committee. Mr. Duffy has experience as an instructor for the NYSAA and the NYS Association of Towns, as well as serving as the Webmaster for the NYSAA web site.

   Thomas Frey, FIAO, RES, AAS
Tom is Chief Review Assessor for New York City and owner of Assessor Educational Services in Middletown, NY. He has served as the Executive Director for the New York State Assessors’ Association and the Institute of Assessing Officers. Mr. Frey has served as the Treasurer of both institutions and is Past President of the NYSAA. Tom is a graduate of Empire State College with a Bachelor of Science in Interdisciplinary Studies, with a Concentration in Real Property Assessment Studies.  He has instructed at the Cornell University Seminar and instructed a number of One-day Seminars, as well as the Annual Conference. He is also a New York State General Certified Appraiser and Senior Specialist Instructor for the IAAO, approved instructor New York Department of State and Office of Real Property Tax Services. Tom is a National AQB Certified USPAP Instructor for The Appraisal Foundation and has received the RES (Residential Evaluation Specialist) and AAS (Assessment Administration Specialist) designations from the IAAO.

   Nathan T. Gabbert, IAO, SRA
Nate has been actively involved in the property valuation profession since 1983 and has a wide range of experience with many property types. Nathan holds both the SRA designation from the Appraisal Institute and the IAO designation from the New York State Assessors’ Association. He is a NYS Certified General Appraiser. Nathan is currently the assessor for the Town of Henrietta, and has been involved with and held leadership positions in the Appraisal Institute, the New York State Assessors’ Association, and the Monroe County Assessors’ Association. He currently serves on the Board of Trustees of the Institute of Assessing Officers. Nathan is a certified instructor for the NYS Department of State for appraiser and real estate education courses and has developed numerous seminars for the NYSAA, the Greater Rochester Association of Realtors, and the Appraisal Institute. Additionally, he holds memberships in numerous trade associations involved in property valuation and property taxation issues.

  
 Donna M. Komor, IAO
Donna entered the assessment field in 1991 as a clerk and has been the Assessor for the Town of Webster, in Monroe County, since 2005. Her prior experience as an Assessor spans two other counties and three other townships. She earned her IAO designation from the Institute in 2006. She has completed an extensive list of assessment courses and seminars and pioneered the "Mini Module Tutorials", a staple at our Annual Seminar since 2008, which she continues to coordinate, in addition to teaching and authoring one-day seminars.

   Edye McCarthy, IAO
Edye is currently the Assessor for the Town of Greenburgh in Westchester County. Edye received her I.A.O. designation from the Institute in 1995 and her B.S. degree from the University of Florida in Real Estate and holds a Master’s Degree from New York University in Real Estate. She is Past President of the New York State Assessors’ Association as well as Past President of Westchester County Assessors’ Association. Edye has instructed at the Annual Conference, Cornell Seminar and at One-Day Seminars for the Institute of Assessing Officers.

 John P. McGrory, IAO

John McGrory retired from the Town of New Castle where he was Assessor since 1995.  He was also Assessor for the Town of Orangetown from 1992 – 1995.  John has his BS degree from Nyack College, earned his IAO designation in 1994, and is also a New York State Certified Residential Appraiser, and is certified as a Real Estate Appraiser Instructor by New York State Department of State.  John has instructed at the Cornell Seminar as well as a number of one-day seminars.


   Andrea Nilon, FIAO
Andrea serves as Assessor for the Town of Hamptonburgh. She earned her IAO designation in 1983 and recognized as a Fellow in 2008. She also completed a Masters in Public Administration from Marist in 2007. She has many years of experience as an instructor for the NYSAA on a wide variety of Assessment topics at both the Cornell Conference and Annual Seminar. Andrea is a Past President of the NYSAA and NRAAO, Editor of the IAO Journal, and has served the Association in many capacities.

   Susan C. Otis, FIAO
Sue served as the Assessor for the Town of Malta since 1987 until 2012. She earned her IAO designation in 1996, and has experience as an instructor for the NYSAA at the Annual Seminar, Annual Conference, and the Association of Towns. She is a Past President of the NYSAA, and was a Trustee of the IAO. Sue was awarded an IAO Fellowship in 2015.

 Teri L. Ross, IAO

In 1992, Teri went to work in the Lake George Assessor’s office as a part-time clerk.  In 1996, her job grew to a full-time position, which included assisting in the Town Clerk/Tax Receiver's office as well.  In 1998, Teri was hired as the Warren County Deputy Director of Real Property.  During her nearly 10-year role at Warren County, she ran valuation, met for informal reviews, and was appointed an “acting” assessor for Grievance Day in one of the towns. She became Queensbury's Assessor in 2007 and a member of the IAO in 2010. Teri served as NYSAA President 2016-2017. Teri is blessed to have her husband, Darren, and her daughters, Sara and Beth, who have always supported her.

   Anne M. Sapienza, IAO
Anne M. Sapienza is the assessor for the Town of Stafford in Genesee County.  She retired in 2015 from three other towns.  Anne earned her IAO in 1996, served as President of the NYSAA and was honored in 2001 as a Life Member of the NYSAA.  She has been an instructor for the NYS Office of Real Property Tax Services and the NYS Assessor's Association since 2004.  Education both personally and professionally has been a passion completing her Masters of Public Administration in 2013.

   Patrick L. Seely, Jr., Esq.
Pat is a partner with the law firm of Hacker & Murphy LLP, in Latham, New York who concentrates statewide in legal issues related to Real Property Taxation, Equalization issues and Eminent Domain. He has been an instructor on Property Taxation and Eminent Domain matters for the NYSAA, Association of Towns, and other organizations.

   Denise Trudell, IAO
Denise is the Assessor for the Towns  Clayton, Cape Vincent, Osceola and Montague. Her previous experience was with major revaluation contractors, and as a Commercial Appraiser with the Jefferson County Real Property Tax Services office where she assisted the town assessors with revaluations. Denise is a Past President of NYSAA.  She earned her IAO designation in 2004, and became an instructor for the NYSAA in 2005.

   Daniel G. Vincelette, Esq.
Dan is the principal of the Vincelette Law Firm in Albany, New York.   Dan has represented over 50 municipalities in courts throughout New York State in assessment trials and appeals. He is the attorney of record in numerous reported court decisions involving the valuation of resort hotels, condominiums, factories, mines, nursing homes, apartment buildings, shopping malls, office buildings, drug stores and utility properties.  He is also the Deputy Corporation Counsel for the City of Troy and handles all of the City’s tax assessment and foreclosure proceedings.Dan is the instructor for the annual training of all of the Boards of Assessment Review in Schenectady, Saratoga, Schoharie, Ulster, Dutchess and Greene counties.Dan is one of two instructors for the New York State Judicial Institute that train Small Claims Assessment Review hearing officers throughout the state.Dan is a member of the New York State Bar Association and the New York State Assessors Association.  He is a graduate of Fordham University and Albany Law School.  He is the former sports editor of the Greenwich Time newspaper in Connecticut.




   Warren J. Wheeler, IAO
Warren has been the Assessor for the Town of Hastings since 2000, Town of Constantia since 2005, Town of Richland since 2008, and the Town of Boylston since 2012.  His prior experience was with major revaluation contractors and as a case manager with a law firm specializing in property tax litigation.  He earned his IAO designation in 2004, completed instructor training in 2005, and received his Certified Residential Appraisal License in 2008.

   J. Todd Wiley, IAO
Todd attended SUNY Orange and SUNY Brockport majoring in data processing and computer science. He currently serves as the Assessor for the Town of New Windsor, Orange County. Todd was formerly the Assessor and Property Manager for the City of Newburgh. From 1992-1995, he was employed as a residential appraiser for Mid Hudson Appraisers. Since 2005, Todd has been employed by Valuation Consultants Inc. as a commercial real estate appraiser. Todd has taught numerous classes for the NYSAA and is a Past President.

   John Zukowski, IAO, MAI, SRA
John Zukowski is Vice President at ENPM, Inc. and has earned four (4) well recognized designations in the field of real estate valuation; MAI, SRA, IAO & MRICS. Prior to joining ENPM, he was the Sole Principal of Arrow Appraisal Services, Inc. for over 20 years. John is a leader in the field of real estate appraisal education throughout New York State having taught for the Appraisal Institute, NYS Assessors Association and the International Institute of Assessing Officers. He has extensive experience in appraising power plants and is qualified as an expert witness in NYS Supreme Court, NYS Surrogate Court and the U.S. Federal Court.
